Scott Muckensturm’s life has been defined by faith, family, and service. Born in Belleville, Illinois, and raised in a hardworking Christian family, Scott learned early what it meant to work for what you have. His father, a blue-collar self-made provider, worked multiple jobs before earning a sales executive career opportunity with NCR. That opened the door to a series of professional relocations that brought the family to Rockwall County in the early 80s and shaped Scott’s upbringing, teaching him resilience, adaptability, and determination.
Sports played a major role in Scott’s early life. He lettered in basketball all four years, played golf, baseball, and developed the discipline and teamwork that would serve him throughout his career. After graduating fourth in his class in Florida, Scott moved to Texas and attended the University of Dallas, where he studied economics, played collegiate basketball, and still holds the university’s longstanding free-throw record.
After college, Scott began a dedicated 15-year career in community-focused leadership roles through YMCA branches in Dallas, Rockwall, Frisco, Indiana, and Oklahoma City — including during the Oklahoma City bombing, a moment that deepened his commitment to public service.
Scott and his wife, Amberly, settled permanently in Rockwall County in 1999. They raised their two children here, built their home here, and today share their land with both of their adult children and five grandchildren who know Scott as “Pops.” Scott and Amberly attend Lakepointe Church.
Scott’s commitment to Rockwall County has spanned decades:

President of the Royse City ISD School Board: serving since 2013 and leading the district through transformational growth from 5,000 to more than 10,000 students

Oversight of three successful bond programs totaling more than $1.1 billion

Founding member of the RCISD Education Foundation in 2009, which has awarded over $1 million in scholarships

In 2021, Scott was appointed General Manager of the Blackland WSC, a role that thrust him into the center of the county’s most pressing issues: growth, infrastructure, and the future of Rockwall County. Working with state agencies, city leaders, TxDOT, and regional planning organizations. Scott has spent years navigating the very challenges being debated in county government including roads, water, development policy, and how Rockwall County grows.
Scott is running for Rockwall County Judge because leadership matters. Under current county leadership, infrastructure funding has stalled, state partnerships have deteriorated, lawsuits have escalated, and a small political faction has attempted to slow growth, stop development, and impede the property rights of local landowners. The result? Congestion, uncertainty, stalled projects, legal risk, and an unstable future for the County, families and businesses.
Scott believes Rockwall County deserves better: leadership that plans ahead, works with partners instead of against them, secures infrastructure before crisis hits, and protects taxpayers, property owners, and families.
A grandfather, public servant, experienced manager, and proven community leader, Scott Muckensturm is ready to lead Rockwall County forward with transparency, accountability, common sense, and respect.
SCOTT ON THE ISSUES
ROADS & TRAFFIC
Rockwall County voters approved $150 million for road improvements — yet years later, not a single dollar has been released for construction. Traffic congestion is now one of the biggest frustrations facing families, law enforcement, and commuters. As County Judge, Scott will ensure these funds are activated and that projects move forward.
WATER & UTILITIES
Water infrastructure shouldn’t be used as a political weapon to stop growth or punish landowners. As General Manager of Blackland WSC, Scott has firsthand experience navigating water policy, financing, engineering timelines, and regulatory compliance. He will support responsible infrastructure that protects taxpayers and property rights, and ensure Rockwall County has the systems needed for the future.
RESPONSIBLE GROWTH & PROPERTY RIGHTS
Growth is coming whether county leadership likes it or not. The choice isn’t whether Rockwall grows — it’s whether that growth is planned or chaotic. Scott will support policies that protect private property rights and partner with developers to ensure growth comes with infrastructure, limiting strain on residents and creating opportunities for the future generations of Rockwall County.
COUNTY EMPLOYEES & PUBLIC SERVICE
County staff deserve stability and respect. Recent leadership decisions have damaged morale, reduced retirement support, and left experienced public servants concerned and uncertain. Scott will restore professionalism, transparency, and respect for those who keep Rockwall County functioning.
